Quick answer
France
Le Monde in Europresse with a BnF reader's pass
The Bibliothèque nationale de France's yearly reader's pass includes remote access to its online resources, including Europresse, which carries Le Monde articles from 2001 to today. In the BnF reading rooms you can also read the full lemonde.fr site on the public computers.
University access to lemonde.fr and Europresse
Several French universities and grandes écoles pay for Le Monde. Université Paris-Saclay and Sciences Po, for example, give access to the last 365 days of lemonde.fr and the digital daily paper, plus older articles in Europresse. Go through your library's online resources page; signing in directly on lemonde.fr won't work.
